The BRC documents are independent, non-partisan analyses. The implementation assessment is not an official Government of Ontario audit; internal or unpublished initiatives may affect the count.
Why this matters across Canada
The issues identified in Ontario - stigma, fragmented access to care, understaffing, investigations, discipline, accommodation and return to work - are not confined to one province. They concern how police organizations across Canada protect psychological health and hold leadership accountable.
A stronger implementation test
A service should not be assessed only by whether it offers a wellness strategy. The test must also ask whether its leadership, staffing, investigation, accommodation and return-to-work systems reduce avoidable harm, maintain continuity of care and preserve trust.
This directly connects the coroner's report to the Beyond Resilience Canada national framework: independent clinical care, psychologically safer workplaces and measurable accountability.
